Director of Emergency Services
The Town of Chincoteague, Virginia, is seeking an experienced and forward-thinking emergency services professional to serve as its next Director of Emergency Services. This executive leadership position offers a unique opportunity to guide and strengthen a well-respected emergency services program serving a coastal community with distinctive operational and emergency management challenges.
The Director of Emergency Services provides strategic leadership and operational oversight for all Emergency Medical Services (EMS) and Emergency Management functions for the Town. The position is responsible for ensuring the delivery of high-quality emergency medical care, advancing organizational readiness, and leading emergency preparedness, response, mitigation, and recovery efforts in coordination with local, regional, state, and federal partners.
Reporting directly to the Town Manager, the Director serves as a key member of the Town’s Management Team and acts as the principal advisor on emergency services and emergency preparedness matters to Town leadership and elected officials.
Position Overview
The Director of Emergency Services is responsible for the administration, coordination, and continuous improvement of the Town’s emergency medical and emergency management operations. The successful candidate will demonstrate strong operational leadership, sound clinical judgment, and the ability to lead both career and volunteer personnel in a dynamic emergency response environment.
This position combines executive management responsibilities with operational engagement, requiring the ability to oversee personnel, programs, and planning initiatives while maintaining direct involvement in emergency response as needed.
Key Leadership Responsibilities
• Provide overall leadership and direction for the Town’s Emergency Medical Services operations, through a subordinate supervisor.
• Serve as the Town’s Emergency Management Coordinator and primary liaison with the Virginia Department of Emergency Management (VDEM), FEMA, NOAA, and regional response partners.
• Lead emergency preparedness planning utilizing an all-hazards approach, including storm events, coastal hazards, and large-scale incidents.
• Ensure compliance with operational policies, medical protocols, and regulatory requirements.
• Oversee recruitment, training, certification compliance, and professional development of EMS personnel.
• Maintain strong working relationships with volunteer providers, regional Emergency service agencies, healthcare partners, and the Operational Medical Director.
• Direct quality assurance and performance improvement initiatives to enhance service delivery and patient outcomes.
• Oversee fleet, equipment readiness, and operational logistics.
• Prepare and present technical reports, operational plans, and recommendations to Town leadership and governing bodies.
• Foster a culture of professionalism, accountability, and continuous improvement within the department.
Candidate Profile
The Town seeks a proven leader with demonstrated experience in EMS operations and emergency management who possesses:
• Comprehensive knowledge of advanced life support practices and emergency medical operations.
• Experience supervising personnel and managing emergency response organizations.
• Strong understanding of emergency management systems, including NIMS and ICS frameworks.
• The ability to communicate effectively with elected officials, staff, partner agencies, and the public.
• Strong organizational, analytical, and decision-making skills, particularly in high-pressure environments.
• Experience integrating technology and data systems into emergency operations and reporting.
Candidates with prior experience with Emergency Services such as Chief, Assistant Chief, Operations Chief, or equivalent leadership role are strongly encouraged to apply.
Education and Experience
Any combination of education and experience equivalent to graduation from high school supplemented by required emergency medical and technical training and significant experience as a Paramedic is desired. Additional education or professional experience in emergency management, public administration, or disaster planning is desirable.
Special Requirements
• Valid Commonwealth of Virginia Driver’s License.
• Emergency Vehicle Operations certification (minimum Class 2) recognized by the Virginia Department of Health, Office of EMS.
• Current Virginia Paramedic certification.
• Current American Heart Association ACLS, PALS, and Healthcare Provider CPR certifications.
• Completion of FEMA NIMS 700, ICS 100, 200, 300, 400, NRP 800, and the Emergency Management Professional Development Series or equivalent.
Working Environment
This position includes both executive administrative duties and operational response responsibilities. The Director may be required to respond to emergency incidents and operate in physically demanding and hazardous environments, as well as perform extended administrative and planning functions in an office setting.
