Board members,
On October 2, 2025, the Virginia State Board of Health held their quarterly meeting and reviewed a proposed recommendation by the Virginia Department of Health’s Office of EMS (OEMS) regarding the designation of the Regional EMS Councils. The Board acted on these recommendations, approving OEMS’ recommendations, contingent upon site reviews of applicants to be conducted in the near future.
Based on that action, OEMS is pleased to share that following entities have been approved for designation as a Regional EMS Council for the regions noted, beginning January 1, 2026:

1 | Southwest Virginia Emergency Medical Services Council, Inc. |
2 | Western Virginia Emergency Medical Services Council, Inc. |
3 | Northern Virginia Emergency Response System, Inc. |
4 | Northern Virginia Emergency Response System, Inc. |
5 | Northern Virginia Emergency Response System, Inc. |
6 | Old Dominion Emergency Medical Services Alliance, Inc. |
7 | Tidewater Emergency Medical Services Council, Inc. |
OEMS will continue to provide additional updates as we progress through the designation/contracting process.
